Launch of Advanced Breadth Analysers, Digital Cameras and PDA's







Upon the request of Hyderabad City Traffic Police, the RTA has sanctioned Rs.40 lakhs worth traffic enforcement equipment vide G.O.Rt.No.707, dt.25-07-2011. The details are;
I. Advanced Breath Analyzers - 25 Nos.:
The Hyderabad Traffic Police is already in possession of 10 modern breath analyzers, K-4000 Model, supplied by the World Health Organisation (WHO) under the RS-10 Project. The new 25 advanced breath analyzers which are being added today have an added facility for checking in “ACTIVE” and “PASSIVE” modes (T-1100 Model, belonging to Tayaltech India Co.).

i) In ‘Passive’ mode, the machine detects whether a person is “drunk or not”. In this mode it does not give the Blood Alcohol Contact (BAC) level, but by just blowing without a straw, it indicates whether a person is ‘drunk or not’. If the machine indicates that the person is drunk, then the machine can be put on “Active” mode to know the exact BAC count. If it is 30 Micrograms and above for every 100 ml of blood, then on pressing the print mode, the printer which accompanies the breath analyzer, will print out the slip via Blue Tooth technology, mentioning the BAC level and the details of the person, vehicle number, time, date, etc. will be written.
ii) Till now, it used to take atleast 10 minutes to check an individual and enter all details to issue a challan. With the new machines, this checking and issue of challan time will be reduced to 5 minutes.
iii) Since the new machines are very sensitive in ‘Passive” mode to indicate that the person is ‘drunk or not’, large number of persons can be checked by one team for drunken driving.
iv) Till now, each team used to have only one breath analyzer. Now 2 or 3 breath analyzers can be given to one team. Which means, the number of persons and vehicles checked can be doubled or tripled as per the number of machines.
v) There is scope to have even 36 teams at one time all over the City as 36 breath analyzers are available now. Which means, instead of 10 places, 36 places in Hyderabad City can be covered for ‘drunk driving’ at one time.
Results till date:
Drunk Drive enforcement was started on 04-11-2011 and in 20 days of checking over 9 weeks, 2020 persons have been apprehended for drunk driving and their vehicles were seized. The break up is as under:-
4-Wheelers - 690
2-Wheelers - 1262
3-Wheelers - 68
(figures upto 7th January, 2012.).



From the above, 1963 persons have been convicted and an amount of Rs.37,00,600/- has been collected as fine and licenses of 42 persons have been suspended for a minimum of 3 months by the Hon’ble IIIrd & IVth Metropolitan Magistrates.

The 2 month old Drunk Drive by Hyderabad Traffic Police has been received positively by every family in the City. There is a huge group of ladies/children and parents who are full of appreciation for our efforts. Lot of awareness has spread in the drinking community about the precautions to be taken before driving in drunken condition. Drinking at home, drinking within limits, hiring Cabs, Autos or drivers, etc. has led to better safety on roads at night and fewer accidents. 



Some of the persons who have been detained for drunken drive have been misbehaving with the Traffic Police Officers and trying to bring pressure on them to release the vehicle, etc. It is hereby informed that the Hyderabad Traffic Police have not yielded in even one case and it is not possible to do so in future because every test which is conducted is recorded in the machine and can not be deleted. On the following day, it is verified by senior officers whether all the checks conducted on the machines which have shown above 30 BAC count have been regularized in the form of challan and a case. Therefore, any officer will be risking his own job in trying to extend favour. Recently, a criminal case was registered on a person for misbehaving with the Traffic Police Officer on Drunk Drive duty. All checks are backed by photographs and videography also.

II. Digital Cameras - 200: These Cameras will be given to more officers and men at more junctions to click more traffic violations by the commuters, so that e-Challans will be sent to the violators.

III. PDAs – 50: These PDAs will be added to the existing 118 PDAs with the Hyderabad Traffic Police. This will help in checking more vehicles on the roads for pending e-Challans. Very soon, advanced PDAs with “on the spot challan and payment facility” will be introduced.
